Navigate to Program Files folder on your PC. The most common path is C:Program Files.
Type ‘Scanpst.exe’ in the search bar and double click on it.
It will open a dialogue box where you need to enter the name of the file you wish to scan. You can also search for the file. Click ‘Start’.
If it finds any error in the file, it will ask you to start the repair process.
Click Repair and follow the steps. This should make your Outlook issue and bug-free.

Stop Data Files to be accessed by other applications
Outlook needs to access & lock its data files while starting to read & write to them. These data files are stored in .PST or .OST format and if these are being accessed by any other application or software at that very same time, Outlook will start throwing ‘Loading Profile’ issue and will wait for these files till they become accessible. You can solve this issue:
Check if your anti-virus is scanning the data files or not. If yes, disable the anti-virus.
Check if any third-party application is in sync with Outlook. Applications like Google Calendar sync automatically with Outlook and starts accessing the data files. Identify such applications and stop the sync process or let them gets sync first before opening outlook.
Open Windows Task Manager and kill the outlook.exe of running as it runs in the background and locks the data files.
Disable VPN or 3rd Party Application
If you are using any VPN or specifically SonicWall VPN, there are chances that it is causing the issue with Outlook. Just install SonicWall and try to run Outlook, it should run smoothly. If you have recently installed or updated any applications on your PC, try uninstalling it to see if Outlook works fine or not.
If you are using any other VPN and don’t want to uninstall it, then running Outlook in safe mode (hold Ctrl Key & Double Click on Outlook Icon to run in safe mode) may work fine. Else run outlook.exe /resetnavpane or outlook.exe /resetfolders commands in Run Command Box. It should make Outlook stable.
End Lync
If you are using Lync, then just close it. Also, close Lync in the windows task manager by right-clicking on it and selecting end task. If you are still facing the issue where outlook is stuck at loading profile, try the last method.
Disable Hardware Graphics Acceleration
Open Outlook in Safe Mode and go to File > Options > Advanced and Tick check on ‘Disable Hardware Graphics Acceleration’ option.

I haven’t found a permanent fix for this problem in all cases. So consider this article “ongoing” for now. I’ve noticed that sometimes that Outlook 2016 will freeze on the “Loading Profile” screen on Windows 10 computers. This seems fairly specific to machines connected to an Exchange account of some kind. The first few times I encountered it the below fix resolved it completely after one time. I have seen a few computers where, it still does this despite a local profile wipe (which on Windows 10 is not the best idea apparently). It usually happens after the user reboots. If anyone knows what actually causes this problem, and an actual fix, rather than the below “band-aid” I’d love to hear it and will give credit in an addendum to the article.

This seems to resolve the problem. The issue seems to stem from a corrupted OST file or something. Sometimes this will keep happening when the user reboots the computer or the computer updates. Most of the time not though. I’ve tried the following to fix the issue on the machines where this recurs with no luck:
Making a new Mail Profile and re-setting up Outlook
Doing a full Profile Wipe on the local computer
Doing a Windows 10 “restore”
Repairing Office.
I haven’t tried taking Office completely off and putting it back on, may try that next and see if it’s just a corrupted Office installation, nor have I tried removing the affected user’s Inbox at the Exchange level and see if that fixes it. I tend to think it’s a problem on the local machine as only certain PC’s have the problem. I’ve read a few Technet articles and had very little luck with that either. It could, in theory be some other file that’s corrupted, I have a hard time believing Outlook would repeatedly corrupt an OST file, I have not tried removing the entire Outlook Folder to see if that fixes the issue. If anyone has any ideas please let me know!

Step 2: Start Outlook in Safe Mode: Close Outlook program. Press Windows and R keys together, type Outlook.exe /safe and press Enter key. Now, Outlook starts in safe mode. Next, close the Outlook from the File menu and open it normally.
Step 3: Install Office updates or set Windows to automatically download and install updates. Also, try repairing your Office program by navigating to Control Panel ->Programs and Features -> select/right-click on Microsoft Office 2016 or Microsoft Office 2013 (depending on the version of MS Office you have installed) -> Click on Repair button and continue.
Step 4: Find Scanpste.exe using Windows Explorer and run it by double clicking the file. Browse and select your PST file. Click on the Start button. Do you happen to have Shoretel phones and use Shoretel call manager? I forget the version, but shoretel would interfere with Outlook loading, it would keep it stuck on profile loading - during that time, you can check to see what application is running and close it to find out if that is the culprit as well.

Did you look to see what was running and start closing services/applications one at a time to see if it freed up the Outlook client?
